I’ve had some small luck with this feature on Emby. The download will, most likely, be just a file put somewhere specific, but Emby also has a Windows client that works like the webUI but can access and initiate/view downloaded content.

Same warning though, haven’t tried and might well be garbo. Tread lightly, good luck!
