Nearly every character had a good level of character development, from the main cast to reoccurring characters. Damar l, Dukat, Kai Winn, hell even Morn has character development, the writing team on DS9 were next level with writing of characters. There’s more character growth in one season of DS9 than the entirety of game of thrones.
